Because weird things happen to and around her, ergo she must the problem, and I think this is a middle manager from Kaiba's more 'what occult' days.
Either that or it's because she's a rich girl who easily causes people to gravitate towards her.
And you know how people up the food chain are, problems exist to be cemented over and the can kicked down the road.
